Window to the soul is installed in the forecourt of the Ministry of Health and Welfare building. On closer inspection one can feel the physicality and emotions of the characters depicted. As the fountain in the pool is on a timer, if seen from a distance the inverted reflections in the water blend reality and virtuality. This highlights an eye-like shape and symbolizes the fact that remaining open and clear minded is an important path to mental and physical well being. The work can be viewed from all sides and its design allows movement of 22.5 degrees, so that as the see-saw moves up and down and rotates viewers are presented with a balanced and intriguing dynamic with a focus on just care and interaction. In the same way a blanced body and mind are essential elements to good health, the interaction of strong and weak in society and caring for the disadvantaged are core elements in social welfare. The circular cornerstone in the pool represents the foundation of social welfare work to help the underprivileged, while the gestures of the children in the water lead viewers to discover a symbol that resembles an eye. This process is akin to the responsibilities of the Ministry of Health and Welfare, which in addition to directing knowledge and strategy also seeks to promote individual and social awareness, underscoring the ministry's the broad remit from healthcare to public welfare.
